Fuel system too rich or lean

Hi,
I have a 99 civic coupe c automatic transmission.
My CEL has started coming on intermittently over the past few weeks:
The code that pops up is "Fuel system too rich or lean". I suspect it is the latter (although I'm not sure) . How would I tell what it is and what is the next step to take: I don't have a strong fuel smelling exhaust, but do have a weak idle and the car has started faltering/slipping at high speeds and on the interstate.
I'd assume if it was an oxygen sensor that that code would have shown up. Any ideas of how to pursue this further?
