Idle surges at starts

Idle surges at starts
Hey Guys, I reallly hope this is in the correct place as I am new to forums.Heres my problem. When I start my car up the idle surges bewteen 700 to 2000 rpms. It doesnt do it after it has warmed up. Just when it has sat for a few hours to cool off. My Specs are:
98 Civic Hatchback
D16Z6
ram air intake(i think)
header and full exhaust
