High rpm at 2nd gear but normal idle? Smog issue

Hey guys. Maybe someone knows whats going on. I have a 2000 civic si. Bone stock. Ok fine i have a k&n air filter (not a cone) Fairly New clutch. I idle at about 900 rpm.

I took it for smog (twice) and he said it kicks him out of system for the 25mph speed test. He said rpms are at 3500 rpm or so (in 2nd gear). Said everything passed but cant even complete the test. no mechanic really wants to diagnose it. Im stuck. Any ideas out there?

Any wisdom is appreciated!

owning my civic si for 5 years and never once seen any inspection station done a sniffer test, i only witness it on automatic cars, to top it off the b16a2 doesnt even have egr system. i dont think the guy knows what he is doing
