98 Cruise Control issue

I have a 1998 Honda Civic EX automatic. I bought it 2 years ago and everything works great on it except the cruise control.
Some times it runs fine for days on end with no problems. Then once and awhile I will engage the cruise control like normal except it wont maintain the set speed.
It will speed up and slow down within about 5mph of the set speed on even ground. Turning off the cruise or car doesnt seem to fix it. Eventually it just stops doing this later on.
My first thought was a vacuum leak, but I would assume it would happen all the time if that were the issue. Anyone have any ideas? Is there any maintenance I can do on the system myself to make sure it's cleaned and lubed and whatever?
The only other issue the car has is the speedometer is off by about 2mph too slow (ie: shows 60 doing 58).
