2000 civic not populating emissions data for inspection

has anyone heard of the car's engine computer not registering emissions data? the car was fixed after minor deer hit and probably sat with the battery disconnected for a week. I tried to get it inspected and it didn't register some codes. It's been driven for about 1000 miles since this, and when it went back in, the emissions registries still weren't populated, and therefore couldn't get the emissions portion of the inspection to pass. The shop said it was one for a dealership to solve. Any thoughts out there? As I am ecology-minded, getting a falsified inspection is not an option for me. thanks

You need a scan tool that can tell you what on-board monitors have or have not run, and if they passed or failed the tests.
You need to be able to read scanner data to see if there is some other reason that the self testing has not completed yet.
You need to know what a drive cycle is, and how to perform it.
You need to know what criteria must be met in order to enable the monitors to run during a drive cycle.
You need to know what part of the drive cycle addresses each of the many self tests that the PCM does.


Lots of dealer mechanics (flunkies) will have no clue what to do with it.
They will probably just look and see the monitors haven't run, and tell you to keep driving it.
You may need to seek out a rocket scientist that specializes in the emission repairs.

Is there anything else electrical that doesn't work right? A blown memory backup fuse could cause your problems.

points taken on all aforementioned suggestions. interesting comment about anything else electrical which may have went awry. Both tail lights were blown after the deer hit, which made me think that a current spike occurred (a headlamp got taken out by the deer). I'm going to check the fuse for the memory backup...stay tuned.

get a not-ready waiver if your state allows it. makes it easy. (easier, DMV still blows)

Update: it was the 7.5 A fuse on the ECU/PCU. populated with no troubles and is now a legal beagle
