I just purchased a 2013 Civic LX Coupe. It has the 15" steel wheels with covers. I have two questions:
I found low mileage take-offs from a 2013 EX sedan for a decent price, but they are the 16" rims and tires. Could I just take off the 15" tires and wheels that are currently on the car and just replace them with the 16" ones? Would there be any issues?
If I purchase wheels from Tire Rack, would I be able to replace the third party center rings with the Honda ones?
Any thoughts?

No there would not be any issues with putting 16's on your car.
If you buy wheels that are not OEM you will just need to purchase center rings that are the right size for the wheels and a Honda hub. I don't believe you can remove the center rings off of a Honda wheel, I believe they are made to the correct center ring diameter so there would be no need for rings.
