You have an eighth gen civic I believe and this section is for the older sixth gens 1996-2000. I would help u if I knew anything about your car but it's just too fancy for me. I'm sure if you post in the correct section they will be able to help you out

Just keeping you at the top so Ezone will jump in here. I have the manuals for my 2006 and will read and report back.
Guess you are saying it will not start and tried jumping it with another battery. Did it crank? How many miles and some history. Do you have the key with the alarm button or are you trying to start it with valet key?
Have you tried pulling the battery, charge it good over night and have it tested? ( It needs charged goood to test to give you real facts about it.

If you think a good mechanic is expensive, try hiring a bad one

Threads merged and moved, now it looks like a hot mess.

WHICH anti-theft light?
There is no blue one from the factory. Does this car have an aftermarket alarm system or remote start?
Manual or automatic trans?
Does the starter crank the engine?
Got a test light, and are you willing to do work to figure this out? Got a helper?

By any chance do you have one of those boxes on the fuse panel under the left lower section of the dash that the payday loan guys put on? They can kill the car by remote and prevent it from starting. My Civic does not have what you are describing.
