1999 Honda civic Idling problem. Please help

1999 Honda civic Idling problem. Please help

So I recently bought my first car ( 1999 honda civic HX manual transmission). Lately I have noticed that when i start up my car the car idles just fine. But when i warm it up or drive it around for 10-15 mins the car idles real low ( around 600-800rpm). Its pretty annoying

Also along with that the engine temperature is bit above the actual range ( I guess thats what I feel). Shouldnt it be slightly below the "E" level. I have read several post similar to this and people were having mixed feeling about this. But most of them said it is basically due to clogged up IAVC. Is it true ? I dont know if the guy who had the car before me ever cleaned the IAVC

I have attached the picture below so that ya'll can have a better look.

Ps. I am pretty much a noob when it comes about figuring a problem about a car.
