06 AC problem

I'm a first timer to any forum.
My AC is not getting COLD. It's cold enough for me, but at highest setting it should be too cold for me and it isn't. So, I had it in a shop for a bent pulley thing and asked them to check the AC. Here's what they said: It is a known issue with Honda Civics that the AC is not sufficient and the system gets clogged.
They want to replace the entire AC system for $1500! And they said there will never be any problem with the AC for the remaining life of the car once they do this. And if I don't get it fixed it will just get worse and worse until it just blows hot air.
I haven't found any forums about this. I didn't take it to Honda, it was just a non-dealer shop.
Suggestions?
