IAC Valve question

I read up on my surging idle and found to clean my iacv. I removed the iac and noticed that the shaft has no play and is stuck rock solid in one position.
Is the Iac supposed to be very stiff?

well it should be able to move by playing with the metal part that rotates. if its completely stuck, try spraying some carb cleaner inside. try to avoid spraying the electrical connector part. if it still stuck, you need a new one.

Thanks. I had to wrench it with pliers and wd40. I got it moving freely after 15 min but im still going to purchase a new one. The reason it was stuck and corroded was because the new jdm motor had my old intake installed which sat for a looonnngg time allowing the Iac valve to seize up.
