Maintenance records. But seriously, you have to pull the top timing cover, at least, to check the condition of the belt.

No records from the previous owner and I fear the timing belt was not changed. The alternator and PS belts are changed.
I have Dodge Neon 1998 too and there is a ½” rubber plug on the upper cover of the timing belt allowing to see the belt after removing it.
Anyone knows how close is the upper cover on Civic 2001 to the timing belt just in case I decide to drill a hole there?

NOOOOOOOOOOOOO Drilling a hole!!! That cover is airtight for a reason, not just to keep water out but moisture too. That being said, just pull the valve cover and plastic shield and do a real inspection of the belt. How much are you going to see through a hole anyway?

I would pull the cylinder head cover and the upper timing belt cover to see the belt. other wise between 60,000 and 90,000 miles The timing belt is not bad to change.
