high idle/leak need help

Hi guys, I have a 91 civic with a b18 bottom end and b 16 top end. When I got it back from storage at a friends it had some issues. It's idling high, about 3000 and dropping to about 1200-1500 when warm. The second problem is that it is leaking oil which smells of fuel. I cleaned the iacv today with no luck. However because the leak smells of fuel I am afraid of trouble shooting to much on my own, for the sake of the bearings and what not. I'm hoping someone smarter than me has advice on how to proceed. Oh also, no smoke from the exhaust.

Oil can smell of fuel, especially if it has done a lot of cold running/lack of warmups. It can "boil out" or "burn off" the fuel if the oil temperature can be kept up for an extended period, like regular highway trips.
Pull the dipstick, wipe the oil with your fingers. Rub your fingers together. Does it feel "grainy" as you rub? If it does, that's loaded with a lot of fuel. If you can light the oil with a lighter, that's a lot of fuel.
If you think it's a problem, change the oil to be safe.
Move forward.
High idle..... Listen for external vacuum leaks first.. Rodents chew wires, they might chew hoses too.
Check and fill coolant level in the radiator. Low coolant can cause high idle on some.
Remove breather, reach in throttle body and plug the open ports with your fingers.
Does the idle speed come down? If it does, follow that passage and see what valve is at the end.
Does it use an IAC and FICV? Are either of them stuck open? Tap test?

Hey thanks oil does not feel grainy or light so I guess the usable oil is fine. The iacv is OK and am just going to replace the fitv anyways. Thank you
