Need help with questions about 1995 Civic VX

I just bought an older civic and I'm trying to figure out if it was from Canada since the speedometer is in km/hr and it is badged VX coupe model. It has a 5sp transmission, a 1.5l engine and pwr everything including sunroof. It even has the button to adjust the headlight angle. VIN is 1HGEJ21400L104916

Now to the questions.

Can you tell by the VIN if it's legal to register in the US?
What motor does this car have in it?
Will any exhaust for a 95 coupe fit, or is it different for the 1.5 and 1.6 models?
Anyone ever bought the cheap exhaust off of ebay from the header back?

I tried doing a carfax search, but it said that it wasn't a valid VIN. I double checked on the car and that is what it is.

It looks like the problem is with the 9th and 10th digit of the VIN from the research I've done. The problem is basically the year of the car. Everything else says it's from the US which is still confusing since it has the speedo in km/hr and has features like the European cars. Either way, it's not a big deal to me, I just need to know now if the exhaust from any coupe will fit, or does it have to be a special exhaust since it's a 1.5 liter motor.
