18 inch Motegi rims

I just got a pair of Motegi 18 inches rims with a silver lip. But for some reason they keep getting what it seems like the black polish from the rim onto the silver lip. Anyone know of a good cleaner for the rims? And what the hell is that black polish that keeps coming of the rim and where is it coming from?
