91 Civic, Ignition and Auto shift lock problem.

I have a 91 civic, automatic. With increasing frequency, the tranny will not shift out of park or I will shift it into park and the key will not turn all the way off so I can remove the key. I know they must be connected somehow but I don't know where the adjustment is. The colder it is outside, the worse the problem is. Please help. I found out that my ignition key was worn down and it wasn't activating all the tumblers in the lock.
