AC Problem

So I'm back again! 2000 Honda Civic LX. This time, my AC is not working, it keeps blowing fuses. Yesterday I discovered there's no AC belt. Don't know what happened to the belt. Before I put a new one on and it snaps, I want to find out if the absence of the belt can cause the fuse to continuously blow or is this a separate issue?

No it cannot.

Someone probably removed the belt for a reason. You get to discover why?
