Where is the diagnostic/OBD2 connector? 1.4S 2000

Can anyone tell me where the diagnostic socket is on a UK Civic 1.4S hatchback year 2000? I have looked everywhere under the dash and on the fuse panel; nothing. Does this car even have OBD2 as it was not compulsory in the UK until 2001? Maybe I have the two blue plugs arrangement (OBD1) but I haven't seen them either so far.

Check and see if there is a label on the bottom of the plastic steering column covers that tells where to find the diag connector.

Maybe I have the two blue plugs arrangement (OBD1) but I haven't seen them either so far.
Over here, the 95 and older cars had the 2 wire SCS connector on the harness that goes to the PCM. Connector was stuck somewhere just above the PCM, in the kick panel area.

If there was a 3 wire connector, it was for a scantool.

If this doesn't help, I'm out of ideas. I've no experience with non-US cars.
