My lady friend has a 2000 civic ex coupe...with cruise control.. We realized her brake lights werent working sooo... I changed the bulbs, then the fuses annnd then the switch... the lights function when locking the doors with the alarm or for the headlights but when the brake pedal is depressed no brake lights..not even the third brake light!!! Any suggestions??? Does anyone know if its possible to check for a break in the wiring? Or a quick way to find the problem?? Please Help!!!!

Stup1d question, but are you sure you bought the correct voltage for the bulbs ?
Also, sometimes the "normal" lights are one bulb, and the actual brake lights are another bulb located nearby... You're sure you changed the correct bulbs ?

The bulbs you see working are the taillights.
If it is an auto transmission and you can get it out of park then the brake switch is working... if a standard then start by measuring voltage at the brake switch terminals.
1 side should have constant voltage the other terminal should have voltage when the pedal is pressed.
Also check the horns operation (they share a fuse)

The horn hasnt ever worked and the brakes just recently stopped.... I will check the voltage...and SirCharlo..yes the bulbs are correct on all three...if the voltage isnt there then what?

I had this same problem with my 2000 Civic EX Coupe. After checking and/or replacing fuses, bulbs, brake light switch, etc... I found the fault was in the wiring harness located on the driver-side rear-passenger side wall. It was no easy task getting to it, but in the end the fix was easy. I had voltage going into the plug and none coming out. A simple bypass did the trick. This may not help the original poster, but someone may find it of use.
