Year to Year Changes Civic HX (MPG)

This question is primarily for the the HX trims. I was curious as to if anyone knew what the year to year changes were in the HX Trims that would account for the EPAs different MPG ratings for each year. It seems like according to the EPA, each year, after 1996, the HX lost a small amount of efficiency. I was wondering if this was because of different emission requirements... or something else?

I tried looking on the web for a list of year to year changes but couldn't find anything other then "Updated instrument panel" and "This year recieved a facelift". Mostly cosmetic stuff. Or could it be that a slight body modification could change aerodynamics enough to lower the MPG for each consecutive year?

Im asking because im looking to choose the most fuel efficient HX for a Daily Driver. I know there are more efficient Hondas but im specifically interested in the HX.
