engine oil dipstick tube

So I bought a civic ex, 98, and it works great. One thing I found was that the oil dipstick tube was loose and moving around. At one point, I pulled it out entirely. The tube is still in good condition. But I wanted to know if anyone can give me advice on whether I should 1) get a new tube and install it, or 2) how to install mine so it doesn't move and come out. Because it comes out every time I check the oil.
Side note, is it ok if I put a new oil pan on the car without replacing the oil gasket? Mechanic said it would be better. Just wanted more opinions.

If you think a good mechanic is expensive, try hiring a bad one

There's supposed to be a metal clip securing the tube to the lower timing cover.
