Lurching acceleration, possible ecu problem?

98 civic ex, d16y8 MT, 150k

So I've had this problem for a while, after 20-30mins of driving the gas pedal gets a dead spot under 2k rpm. Meaning that the engine doesn't rev or do anything until I press enough to hit 2k rpm, then it lurches forward.

I believe it's an electrical related problem though. Reason reason being I found that while I'm driving if I put the car in neutral, turn it off, then start it back up, the problem is gone for another 20mins or so. It would seem like if it was a mechanical problem doing this would have no effect?

It is throwing a cel code: p0505 idle air control system. It's been smoke tested for vacuum leaks and the iac valve replaced so I'm not sure what could be the problem there. Anyone had any similar problems? Any input would be great
