Ok, I am going to explain my situation as clearly as possible.
I need an answer if it will work and what exactly do I do to get around it.

I just baught this B18a1 turbo civic and it will not pass emissions.
The title is in my dad's name and he is also insuring it. (where he lives emissions is required).
Now my parents just got a divorce and my mom moved out.(where she lives emissions is not needed).
Can I get my car registered in my mom's address but my dad owns the car and pays the insurance?

I figured this would work because my friends dad owns his car and he registered it at his grandparents address so he can get around emissions.

Please let me know what you guys think and how I could get around this.
