I have a 95 hatchback with a 97 engine with unknown mileage with a lighted CEL and best I can tell it reads out a 21, which indicates "variable timing sensor"...
when Im cruising at lower speed and shift into 5th gear (at a speed that would normally be ok) it acts like its got a miss and I have to downshift. Is this indicative of a faulty timing sensor?? thanks

my CEL came on in my 97 1.6 HX and the best i can figure it is coding a 21, which indicates the variable timing sensor...symtoms are that when I shift into 5th gear, if I don't have enough speed or rpms, it seems like its got a (bad) miss in the engine...Im comparing my speed and rpms to all the civics Ive had for the last 20 yrs so this is not just a downshift problem....is this indicative of a faulty timing sensor?? thanks

Your info isn't quite consistent:
Make sure what year the car is, what year the engine computer is for, and what the new engine is, and post that info.

the car is a 95 with a 97 v-tec 1.6 hx engine...the swap was done before I bought the car, and I have had no issues before this so I assume the computer is for HX engine...the 21 code is from a Haynes repair manual

Triple check part numbers on the ECM. I seriously doubt it would be from a 97 car.
OK I finally found the chart with code 21 for a 1995 car, it wasn't in the normal spot LOL.
Looks like the computer is looking for 14-30 ohms at the VTEC solenoid, so the possibilities should be limited to the solenoid winding incorrect resistance, or some problem with the wiring (single circuit) between the ECM and the VTEC solenoid, or the ECM itself. Bust out a volt-ohm meter and do some investigating.
Around my area we have rodents that love to eat wires.
