play in steering wheel, even after replacing front end componants

Hey guys,
I have a strange issue, couple months back in the middle of winter my steering wheel started getting a ton of play in it, basically you could move it 2 inches before the wheels would turn, I figured this was because my front end needed work, as right before winter came, way before there was play in the wheel, I had gone over my car and checked over everything and the results were that I need to do both front wheel bearings, lower ball joints on both sides, and inner and outer tie rods. Well when this play occurred about 2 months after i checked it all i figured it was due to bad tie rods, wheel bearings etc. Well I just replaced everything listed above over the weekend and I still seem to have play in my steering wheel, it does not seem to be as bad as before, meaning there is not as much play, and it seems to only have play at certain speeds (randomly) or always when I am at a dead stop.
I had checked the U joints in the cabin when the play first started and they seem to be tight.
I am aware that there may be a bolt on some sort of adjustment on the rack itself but I was unable to locate it while doing my alignment. And I am not sure if it is even present on civics with power steering.
Btw its a 2000 Civic Si Coupe Canadian model (EX equivalent in the states)

Well I have been doing research and I believe I have a 'next' step to try, I found posts on other forums with similar symptoms, and what people did to fix it, I had looked it up in my service manual and found the procedure.
will try this asap possibly tomorrow if I can get my hands on a 40 mm wrench.
Any other input would be great !
