Rep Power: 0 1999 DX Hatch w/ stock D16Y8?
I'm looking around at civics for sale right now and am heavily considering picking this one up however before I had looked up the D16Y8 he had mentioned that the engine was stock and the 230 kms were original. However after researching it seems the 1996–1997 Honda Del Sol Si (US), 1996–2000 Honda Civic EX (US, UK), 1996–2000 Honda Civic Si (Canada) come with it while this car is a DX for sure according to it's VIN check. Was there a swap done in this car or not? Am I missing something or is this guy trying to pull a fast one on me due to my lack of knowledge? Regardless of if it was swapped or not do do you think this is a decent pick up?

DX = D16Y7 - always no exceptions.
D16Y8 = EX, LX, Si
You can always check it yourself though...

The guy may have just confused Y7 and Y8. If it is a Y8 then the mileage doesn't match the odo (most likely).
Just for a little extra info since you seem stuck on the 6th gen. They were produced for 'tuners' or 'enthusiast'. It won't be easy to find one 14+ years later that hasn't been messed with in some respect. They are out there but you do pay for them. I paid way more for mine then I thought it was worth.
Like I pointed out with the other one that had the cluster swap it's not necessarily a bad thing...you want a tach in a standard. You just have to be aware of that and if the body looks way more worn then it should for 200k then it's time to start looking harder into the history of the car. It's your money make sure you get what you pay for, do your due diligence.
Also, the 96-00 were very good cars. A friend of mine has a '98 coupe (Si) with 400000+ kms on it and it doesn't look much different (engine/body) from mine (with 190000 kms). He says it doesn't leak or burn oil either.
