inspection / emissions help
heres my question, i want to buy a 95 civic w/turbo, i live in nyc and i will need an emissions sticker! , If the car has no CEL,and no codes with code reader in diag port when hooked up to the test machine, can the machine detect the ecu, software is NOT of this car and fail???
