High Idle

I have a 96 civic dx which i just cleaned the IACV on. When i start the car and dont throttle or anything it idles nicely. But when i give it ANY gas it and let go the idle is stuck up at higher rpms. I have no tach so i cant say what #s for sure, but it is noticeably higher. I also noticed the engine maintains high rpm when i pop the clutch during a gear shift which kind of throws me into gear. Only upon stopping fully does it go back down. Any advice is appreciated

Throttle cable may need adjusting or replacement. Is the throttle plate rotating smoothly thru the entire range of movement? May also have blockage in one of the coolant lines going to the IACV.

thanks for the reply! i cleaned my tb of choke recently and just adjusted my throttle cable which, as you said,was a little off. But while i was cleaning my tb i noticed two small hairline cracks in the throat right where the butterfly valve meets when it closes. Big deal? not so much?
