Driving down the road with the A/C on, it will come and go. Meaning blow cold for a minute, then blow warm for a while. Just back and forth. When sitting still, I turn on the A/C and I hear the compressor "click" on and the motor drag down, but doesn't even get a little bit cooler.
Just low on freon? Which freon does an 01 civic take?

Watch compressor engagement.
When engaged does the system cool?

If you want to try to diagnose what's wrong you would need a set of AC pressure gauges (high side and low side) to see what the system is doing inside while the compressor is engaged.
If you want to just guess, I guess you could try tossing some freon at it. R134a.

FWIW I had the same symptoms and fixed by removing a shim from the A/C clutch. Over time the clearance between the clutch/coil and compressor became too far for the clutch to engage. Removing the shim closed that clearance. Cheap and easy.
But you mention that your clutch is engaged when you lose A/C so this may not help.

I hear it click in and pull the motor down. I have not watched to make certain, but that leads me to believe it's pulled in good. I'll keep the shin idea in mind when I look at it this week.
