having a electrical issue please help

i had a problem a few months ago with my dash lights turning off everytime i turn on my headlights i tested every fuse i could possibly find and everything was fine well about a week ago my small light fuse went out witch controlls my tail lights and dash lights as well as my dome but anyways i realized that when my fuse went out my dash lights started working normally then when i changed my small light fuse to make my tail lights work again my dash lights are right back how they were before the daylights work judt fine but instantly turn off when you turn on the headlights has anyone else ran into this because it has me completely stumped and i just wanna find some type of solution btw this is a 2003 honda civic lx manual

My 05 and later have a brightness setting with lights off, and a second brightness level setting when they are on.

Have you tried the brightness/illumination **** when lights on ??

yes i tried that was the first thing i did but i know i have a short in the wiring im just trying to narrow down where because my dash lights work just fine if i take out my #2 fuse in the engine bay (small lights fuse) witch controlls the dash lights and tail lights and dome light and it makes absolutely no sense because if i do that my dadh lights and dome lights will work but not my tail lights.

IIRC the dome is on another circuit.

Edit: #3 (7.5A) Under hood is dome, maps & trunk light.

they dont work either way i think the bulbs in them may just be burnt im gonna check into that more tomorrow and i thought that was the case with my illumination at first also but i found out the hard way that there isnt a way to change the bulbs in my dash cluster but i can say that before this issue started i was having issues with my hvac lights flickering at times but just at random ive honestly almost come to the point of buying a whole new wire harness and re running my whole dash but there just simply has to be a easier way but next week im taking it in for the air bag recalls and low beem recall and im gonna see if honda tech will do a run over while its there im also a honda of America associate so hopefully theyll cut me a break on the 50 dollar inspection fee lol and also my dome light works just fine and i realized after looking through my Chilton book that it is on a different fuse from the dash/tail lights so thats my mistake

Does it have the factory stereo still ??

The buttons pretty much all have dimmable lights behind....but you cluster needs to dim also to match.
