Rpm issue

Hello all,
Snow day here in NYC, I had a question lately while I'm driving in city streets ((2001 Honda Civic ex coupe) 25-30mph. I notice that the rpm raise from 2000rpm or so to 3000rpm, but when it reaches 3000 rpm's it drops to 2000 again and the engine feel sluggish and as I keep the gas depressed it goes up normal. Would anyone know what this issue might be. I'm also having engine shakes at idle or at a stop light so I'm changing the transmission mount when I go to the shop in a few days. I can see there's a crack I that mount but I will have then look at the rest when I'm there. But want to know what you guy think the issue might be to see if it add up with what the mechanic tells me.

Check spark plugs for any wear, oil leaks.

Check head gasket.

I changed the spark plugs about a month ago had the head gasket resurface in April 2015
And I have notice like a black oil smell dirt around the right top of the head gasket unit. I noticed it back in July cleaned it off and it start to build up again. Could this be the culprit?
