Emission Control Light on 2001 Civic

I have just recently had my catalytic converted replaced (rusted completely through). 2 weeks after it was replaces, my check emissions control system light came on. And I have noticed when I am driving and get to 3200 RPM before changing gears, the engine sputters until I let off the gas.
Car specifics:
2001 Civic Ex manual transmission 148,000 miles.
I have had no other major issues with this car since I got it.
What could be causing this light to be illuminated?
Also, I need to get my emissions tested so I can update my registration and it will automatically fail with the light on.

what exactly do you mean by your "check emission control system light"?
do you mean your CEL on your dash?
if your CEL is on then you need to have the codes read, to see what the problem is
if it is your CEL chances are they will not pass an emissions test while the light is on

Thanks for your response. It is not the CEL rather the Malfunction Indicator Lamp. (see attachment)
The manual states "...it indicates one of the engine's emissions control systems may have a problem"
How wouls one go about troubleshooting this?
I have checked the fuel cap as the manual suggests and it is on correctly.

i believe we are talking about the same light, just using a different name for it, if the car is running fine then chances are its a problem in the emissions system, however it could be a variety of many different things, i would suggest taking it to a local parts store and get them to read the codes for you (many parts stores do this free of charge), report back here with the codes they come up with
