Idle Stop

Is the engine suppose to cut off when I stop on my 2003 Honda Civic Hybrid? I just purchsed the vehicle and it did cut off when I stopped and restarted when I hit the throttle. It does not do that anymore.

YES.
This is normal.
When conditions are right, it will do it.

I bet some of this is explained in the owners manual.
