i will get a new battery and try it. but as far as the draw 65milliamp is that high i heard that up to 100milli is considered ok.

I'd sure like to know what solves the problem. I still think the 11.7v is a bad sign.

11.7 is pretty much normal for a battery sitting in freezing cold temps
Our official Honda *cough* approved battery testers won't complete a passing test on any batteries under 12.4v. The machines want them charged before they will finish any tests.



Hondas GR-8 (LOL) tester: charging station/charging system tester/battery tester

This thing will reject most batteries that are only run dead as having a bad cell. Gotta charge on a REAL charger for a while before this damn thing won't reject the battery.



And the (LOL) ED-18 tester:





All are Midtronics units commonly used by many other stores and car manufacturers. Honda (and others) will ONLY accept tests numbers from these machines for warranty purposes.

But they are not foolproof.
These testers can't (and don't) find all possible faults.
"Able to test up to 90% of all battery failures" will never be 100% no matter which marketing genius made that sales pitch, and no matter who heard that pitch.

There are ways around false good or bad tests.

Sometimes there is no substitute for a real VAT tester with a carbon-pile load. Same for several other battery specific tests that used to be perfectly acceptable.



The testers above all give a nice, official looking printout for the consumer that knows nothing about their car.
"The machine says it is bad so you must buy one. Here's the printout, see for yourself."

Printouts are great. Printouts cannot lie or be falsified. Right?
Silly Rabbit, machines don't fix the cars.
