Please Identify This Part

I'm sorry if this is a stupid question. I'm fairly new to cars, and I'm very new to engines.

Can someone please tell me what the blue part is called (the block under the spark plugs).

There are tons of DIY's on removing the valve cover. I do believe the best is Grey's valve clearence adjustment DIY which covers it well.
