Change Brake Pads and Rotor at the same time?

I changed my front brake pads about a year ago.
Now the brakes have this pulsing effect, feels like I have anti-lock brakes on, except I don't have anti-lock brakes !!
My guess is that the rotors are warped.
I'm planning just to change the rotors.
However, one of my co worker insists that I should change both the pads and rotors the same time because they're like husband and wife.
Ok, whatever.
If I must change the pads, I will, but I can't visualize that they must be changed the same time...
Any advise?
