Change Brake Pads and Rotor at the same time?

Change Brake Pads and Rotor at the same time?
I changed my front brake pads about a year ago.
Now the brakes have this pulsing effect, feels like I have anti-lock brakes on, except I don't have anti-lock brakes !!
My guess is that the rotors are warped.
I'm planning just to change the rotors.
However, one of my co worker insists that I should change both the pads and rotors the same time because they're like husband and wife.
Ok, whatever.
If I must change the pads, I will, but I can't visualize that they must be changed the same time...
Any advise?

usually when you change brake pads you should also get new rotors so im assuming it still applies for vice versa . but check this out you can't beat this deal anywhere http://www.dezod.com/pd-dezod-motors...nomy-brake.cfm
