'03 ex rear bumper repair

So over a year and a half ago, I backed my bf's ex into this wooden fence behind our parking spot. No structural damage, no dent or anything, but you can imagine the gouging scrape marks that went into the right corner of the bumper. After so long plus lots of rain, the paint is starting to peel and chip off. So he went in to get an estimate on the repairs.
The estimate is $900+. That... is ridiculous, right? This place is supposed to be the cheapest in our area so... I need all your smart opinions please! It's my understanding that getting a whole new bumper, painted and installed, is like... $350 or something.
Again - no dents, no damage, just deep scratches and chipping paint isolated on the right corner of the bumper alone.

I've been googling around and I've seen the number $700 come up here and there, probably the labor factored in. But a lot of those were like... people crashing and getting big dings in their bumpers.
Can anyone tell me why the entire bumper replacement is necessary for this? Just by looking at it, I would have figured that taking the bumper off, sanding, repainting, and putting it back on is all that it needs.
