ok 01 civic here panel i was attemping to take care of can some one give me advise on how to clean it up the marks i thought were tape are acually tape off marks from where i taped off what can i do here? i just would like to look factory only reason i attemped is due to it being keyed down to bare metal

that looks like the clear coat not glue you need a body shop to fix that.

It's hard to tell much from the picture or your description but it seems like you used masking or painters tape to mask off the area and then sprayed color or clear coat.

If that is the case you probably have a ridge where the tape was and that is what you are seeing. The problem is anything you do to remove the ridge will probably remove enough of the surrounding paint to damage it. To get a decent repair you will need to sand down the ridge and then repaint and feather the edges.
