Bmxa no shift after rebuild

rebuilt a BMXA transmission for a civic, that is replaced 12 clutches and steels, new torque converter, filter and oil, test drove it and it does not en-gauge 2nd until 4000 rpms then wants to downshift, no codes, tried changing the linear solenoid to no avail, any ideas??

Make sure everything is connected. Does the car
move in any other gears example reverse or L2 or
L3?
You can also check your speed sensor, tps volage and shift solenoid.
Are you sure you are not getting an engine or tranmission code?
