I have a particular problem with my civic, it is experiencing battery drain issues in which I have been told could be the ECM. I have replaced the alternator and have had the battery check and all were fine. I was instructed to pull fuse 23?? which would lead to tell me if it is the ECm or not.
the real question is I was told I would need to take my car in to the local Honda dealership if I swap computer. any reason why??

If you think a good mechanic is expensive, try hiring a bad one

Prove there really is an excessive drain by using an ammeter.
Then diagnose where that drain is.

That's an awful lot of expense for a (more than likely wrong IMO) guess.

ok, I have heard that this year had issues with the PCM and the battery not charging from the alternator. I already replaced it and still having issues

Or do you have a charging system problem?
Both systems can be tested to prove if there is a problem or not.
(I don't mean tested at Autozone.)
I personally have not witnessed a PCM cause either issue. Not saying it can't happen, but I have not seen it myself.
I've fixed various other causes of batteries going dead in those cars though.
