06 Honda civic coupe ac problem

I have a Honda Civic 2006 and my ac is not working when I start the car and I turn on ac the ac comes on for about 5 seconds and then turns off and doesent work at all again until I turn off my car and back on again and then will only work for another 5 seconds what is wrong?

Does the interior fan not work? It has to be working in order to keep the AC compressor running.

I think I'd first plug in my scanner to see if the AC request signal is present or not at the PCM, and if the PCM is inhibiting compressor operation. Then go from there.
