Engine Vibration (95 1.5 D15B)

Ok so at low RPM's (sub 2500) the engine has a vibration, nothing too major, but noticable. Over 2500 RPM smooth as silk. Any ideas? (I could rebuild a mustang in my sleep, but clueless with Honda's, I just converted

My AC poors water from underneath the hood, is this normal (it's not coolant)
