Modified Exhaust fix it, HELP!

I was pulled over about a month ago for my 'muffler' and the officer wrote me a ticket for a modified exhaust.

I live in So Cal. My muffler is not carb exempt, and I'm sure that it's below 95db.
I know that you can modify anything after the cat and nothing before it.

I'm just confused as crap, because i dont know which options i have, help anyone?
