So I found a Civic I'm pretty interested in buying (pending inspection by a mechanic and possibly price negotiations with the seller), but it looks like he may have tried detailing it himself and scratched the paint. There are little circular abrasions along parts of the body. Is there an easy way to buff that out or something?

You can claybar it. It will take out the dirt in the scratch so its visibly not there but when you feel it it will still be a scratch. Then you can wax over it and so it will keep the dirt from filling in again.
I actually will not be buying the car I was initially referring to (had it looked at by a mechanic and it needed all kinds of front end repairs), but this is a good piece of info to have with respect to any car.
