RANT - Count Sales Tax

I've been getting bills for electricity, my cell phone, stuff I buy, and I've been noticing something weird when looking at the charges. New York Sales Tax Westchester County Sales Tax Yonkers City Sales Tax Okay, now I'm not an expert on political jurisdiction, but WTF is a county sales tax? I know there are three tiers of government - federal, provincial (state) and municipal. I understand the electorial processes for each level and the different areas they are each responsible for in terms of taking care of things. I also understand they are tied to their own respective tax zones in order to get money from the public to pay for their work. I pay federal tax on just about everything and that goes to the federal government who work on things like the border. I pay state tax on just about everything as well and they take care of state stuff. I also pay municipal taxes via my paycheque in order to cover things like garbage collection, paved roads and the small stuff. So what I don't get is why the fuck I'm paying a county sales tax, where the money goes, what it's for, and what is the electorial process for the government at this level? Is there a county mayor I'm not aware of? Does he oversee all the municipal mayors? Does anyone have any idea who I could talk to at a political level to find out? In case you're wondering, I never heard of a county until last year, it was a new concept to me. In the 3 different provinces I've lived in, I've never once heard of a county.......we have provinces and cities, nothing in between.
