2002 Civic Fuel Pump only putting out 17psi

Rep Power: 0 2002 Civic Fuel Pump only putting out 17psi
So my fuel pump on my 02 civic keeps going out. Ive changed it six times thinking it may have been a bad batch of pumps. Its only putting out 17 psi so theres not enough fuel to run the engine. I put a volt meter on the wires and one of the wires had 13 volts and the other hot wire had 6 volts. If anyone has any ideas id really appreciate the advice!

The pump connector has 4 wires in it.
What were the colors of the wires you checked?
If there truly is 6v showing on the pump ground....there is a cluster of ground wires attached to the floor, the beam under the front edge of the passengers front seat. Check there first.
