n9oclock

I have a 1996 civic ex that's engine just recently flooded, I took the distributor cap off and dried it as much as possible, then I tinkered with a couple of wires and I could not get the car to fire, it would turn and would act like it wanted to fire but, everytime was a no go! I checked timing, replaced the distributor, and spark plugs but still nothing any suggestions?
also what would you think about taking the b16 vtec out and dropping in a gsr motor? would love feedback please
