Turn signals light up with headlights

Hi all,
I just replaced the headlights in my wife's civic. When testing them, I noticed that the turn signals are lit up whenever the headlights are on (both sides). They still blink if used.
1) Is this normal behavior for a 2004 Civic?
2) If not, this is probably a crossed wire somewhere? Any tips on where I could look for that?
Any ideas will be helpful. Thank you.

The park light is lit up, not turn signal. Turn signal is much brighter than a park light.
Same bulb, two filaments, two brightnesses.

Poor grounds could cause such an issue. 'Lectricity always seeks a path to ground...even if it is through another light filament.
