04 Si blinkers

Blinkers(both turn signals), hazard blinkers, front & rear, is mal-functioning.
1. Hazard will start to blink for few times and stop
2. Turn signal does similar thing as above, and sometimes does not work at all
3. As soon as it stops, the blinking noise stops as well.

I'm thinking the relay under dash is not getting enough juice?
If so, anyone know where I could get the part?
Or do I need to bring it into the dealer?

HAHA i think it might be condensation, or like we had it on ours ,there are certain types of bulbs that will react really weird with some cars, so just try other bulbs or check condensation, it might be it
